Simts ceïos, takâs, taciòâs un stigâs
Soïu duna lîdzâs putniem skan,
Tâs mûsu cerîbas, sirmu zinðu klçtis

Emblem of Rezekne Higher Education Institution

RHEI has its own emblem (logo), its author - Peteris Gleizdans. The artistic indicates that the emblem reflects the world where history, time and objectivity are interwoven. The rising sun above the peaks (made by the letters R and A) represent two major fields of studies (humanities and sciences. Besides, in this emblem one can see Latgale hillocks, signs of Mara—Mother Earth etc. RHEI is a solid ground and starting point of one’s life and career path. The sharp lines of the letters—triangles—intersection together with Rezekne gryphon symbolize that RHEI is located in the city at the intersection of strategic highways, even in the European context.

Rezekne Higher Education Institution Yesterday and Today

Since the time of the first Republic of Latvia higher education institutions have been a fundamental basis of Latgale region development. Teacher Training Institute has been in Rezekne for several years, but an independent, unaffiliated higher education institution revives during the third Awakening of Latvia.

Rezekne Higher Education Institution is founded on the basis of branches of the University of Latvia and Riga Technical University. The idea of founding Latgale University was supported by activists of National Front, Rezekne municipality as well as administration of the University of Latvia. On September 1, 1990 in the premises of Rezekne Pedagogical School (in the premises of former Teacher Training Institute, Atbrivošanas aleja 115) the first 100 students of Latgale branch of the University of Latvia started their studies in two fields of studies – economics and philology. After a year Latgale branch acquired new permanent study premises (Atbrivošanas aleja 90), selection of academic staff was started and resource base was formed.

In June of 1992 in the meeting of representatives from Latgale towns, cities and districts, where Janis Vaivads, the minister of Education and Science of the Republic of Latvia, participated, again there was expressed an idea about an independent higher education institution. On August 28, 1992 the 1st World Congress of Latgalians passed a resolution where alignment of the educational system, including foundation of Rezekne Higher Education Institution, was mentioned as a priority of the region as well as the state. There was formed a work group to work out the conception of forming the new higher education institution. The new project was implemented in a relatively short period of time due to the support of World Free Latvians Union, Ministry of Education and Science of the Republic of Latvia, and Rezekne municipality.

Since July 1, 1993 RHEI is an independent higher education institution. July 1, 1993 is a birthday of Rezekne Higher Education Institution. Officially RHEI launched its activities in the academic year 1993/1994, basing on the decision No. 180 “On Foundation of Rezekne Higher Education Institution” passed by the Council of Ministers of the Republic of Latvia in April, 1993. RHEI rector Irena Silinevica was appointed by the decision No. 116 of the Cabinet of Ministers and RHEI Constitution was approved by the decision No. 117 of the Cabinet of Ministers passed on August 23, 1994. The process of creation was not easy. In 1999 RHEI acquired termless international accreditation and became a significant center of culture, education and science. RHEI has close cooperation with local authorities.

The heads of Latgale region municipalities as well as entrepreneurs are members of RHEI Convention. Cooperating with local authorities RHEI has worked out national projects, for example, Rezekne Special Economic Zone project. The academic staff of RHEI in cooperation with Latgale Regional Development Agency has worked out Latgale regional development plan, Rezekne regional tourism development concept and other projects.

The mission of Rezekne Higher Education Institution today: to develop education, culture, science and business environment in Latgale region and respectively in Latvia as well. The strategy of RHEI envisages that in 2010 it will a regional university having competitive academic, research and public activities in the educational space of the European Union. The tasks of the higher education institution are to provide attractive study opportunities, to develop study programs and study courses, etc.
